This Code outlines the possible offences within the Corps and their punishments. This is not here to scare or intimidate anyone, nor to put restraints on people. This is here to protect people and the Corps from possible harm. It is also here to make more clear what cannot be tolerated within the Corps. Some offences are committed simply because people are not aware that they are offences, this is to minimize that possibility.

Classes of Offences:

Minor- Less serious offences, carry penalties ranging from promotion freezes to demotion of 3 ranks or less and/or loss of position.

Major- More serious offences, carry penalties ranging from demotion of 4 ranks or more to dismissal from the corps.

Sentences are allowed to be anywhere within the minimum and maximum stated, depending on severity of offence committed. In cases of multiple offences, penalties may be added together or served concurrently.

Sec. Offence Minimum Punishment Maximum Punishment

Section 1 - AWOL
A) AWOL (Absent WithOut Leave)- Absent for more than six weeks without being on leave No minimum penalty. Termination from the WCC.
B) Neglecting Duties- Anyone who does not perform their required duties for a period of two weeks and not being on leave; or being present but consistently neglecting to perform required duties. No minimum penalty. Loss of position and two rank demotion.

Section 2 - Justice
A) Obstructing Justice- In any way interfering with the justice system's duties. Includes, but is not limited to, discussing details of current case with unauthorized personnel, attempting to create a hold-up in the court process, intentionally prolonging proceedings or covering up parts of information and failure to report in-unit or departmental disciplinary actions. Conviction is automatic. Not to be confused with the Major offence of Accessory. No minimum penalty. Three rank demotion.
B) Failure to appear/Plead: Not giving a response or plea to charges laid against yourself, or failing to appear to testify or give evidence should you have been subpoenaed or otherwise required to appear before Justice. Conviction on this charge is automatic, and is taken as a plea of guilty to existing charges. One month promotion freeze. Three rank demotion and loss of position.
C) Failure to comply with the Justice Department/court order - Any failure to do what a court order or other request from the Justice Department says. This includes, but not limited to, not testifying when subpoenaed or otherwise requested to by Justice Department personnel, failure to tell the whole truth while testifying, failure to abide by a court decision (Not including appeals), failure to send in evidence or cross-examination by requested date, or in general being disrespectful to the court, failure to report in-unit or departmental disciplinary actions after being asked for it. Conviction on this charge is automatic. Three month promotion freeze. Three rank demotion and loss of position.
D) Perjury- Lying while under oath, testifying to a Justice Department Official or while giving evidence in a trial. One rank demotion. Three rank demotion and loss of position.
E) Contempt- Any disrespect of the WCC court, its members or its proceedings, including but not limited to rudeness, refusal to co-operate, talking out of turn in proceedings, wasting the court's time and general poor attitude towards regulations and proceedings. Conviction is automatic. One rank demotion. Three rank demotion and loss of position.

Section 3 - Slander/Libel And Lying About Others For Personal Gain
A) Slander/Libel- Purposefully saying, writing or typing bad or improper things about another WCC member, unit, department or sub-department or the WCC that are not true or phrased in such a way as to bring a person, unit, department, sub-department or the WCC into disrepute. (Exceptions: If the statements are truth, if the statements are said only to quote someone else.). One month promotion freeze. Six rank demotion.
B) Spreading False Information- Purposely lying about another member of the corps or yourself for your own gain or to bring down another member of the Corps, or to spread false information about a department or section of the Web Cadet Corps. One month promotion freeze. Three Rank demotion.

Section 4 - False Representation And Cheating
A) Plagiarism- Passing off other people's work as your own. This includes copying from books, copying from other people's work, published or unpublished, copying from websites, or any other use of material not owned or created by yourself. Changing a few words still counts as an offence. This is exempt if proper reference to the author has been given; however you cannot simply copy someone else's work and give them reference unless quotations are used. Three month promotion freeze. Six rank demotion.
B) Cheating- Obtaining by any method besides research the answers to a test, be it a trade test, qualification, NCOC or OA test, rank test, feature or other. This also covers supplying the answers to another WCC member, or supplying an answer key to a person not authorized to view or possess it. Any and all ranks, trades, qualifications, medals, etc. obtained by this will automatically be revoked with no option of retaking the removed items unless that test, trade or qualification is re-written. Three rank demotion. Dismissal from Corps.
C) Framing- Attempting to make it appear that another member of the Corps committed a crime, especially one that was committed by the person framing. Dismissal from Corps. Nothing is above Dismissal.

Section 5 - Improper Conduct Of Personnel
A) Conduct Unbecoming- When any personnel acts in a manner to bring shame to themselves, or in any other manner improper to their job and position, on any admissible form of communication of the WCC, be it official Chat, Forum, email, or other. This includes general rudeness, anything anyone might find disturbing, rude, insulting (Even if it was not intended to be that way), posting or transmitting anything that anyone finds inappropriate, uncomfortable or disturbing, going to one member and telling them that a superior has told them one thing when the order was actually the opposite. One rank demotion. Six rank demotion.
B) Abuse of position - Any abuse of position to further your own needs or those of your section, including but not limited to: Election fixing, demanding subordinates do whatever you say even if unreasonable, denying people requests without explaining why or because you do not like the person; also includes overstepping bounds of the TOR, and clear favouritism towards a certain person, unit or department. Three rank demotion and loss of abused position. Termination from the WCC.
C) Abuse of Outside Rank- Any attempt to use a rank or position held in an organization, cadet, military or related, to wield power over a WCC member. One rank demotion. Three rank demotion.
D) Blackmail- Attempting to, threatening to, or actually saying or doing something bad to another person in order to gain something for yourself. For example: Threatening to tell the Corps that an officer harassed you or called you a name in order to get a promotion. Two rank demotion. Six rank demotion.
E) Insubordination- Refusal to obey an order given by a superior, or speaking to or addressing a superior in an impolite, or rude manner, or attempting to unlawfully order a superior officer. No qualifying phrases such as "with all due respect" will negate this action. It is not insubordination if the person has no authority to order you. One month promotion Freeze. Three rank demotion and loss of position.
F) Mutiny- Any attempt, or successful, overthrow of ANY leader, not limited to the Commandant. This also includes major tampering of the site to reflect a person's wishes or desires, or aims. Minor tampering of the site is addressed in Sec. 6 (B). Dismissal from the Corps. Nothing is above dismissal.
G) Conspiracy- Being a main player in the planning of an offence, whether or not the offence is ever carried out, to discuss committing an offence, counselling someone on how to commit an offence or helping someone gather the necessary things to commit an offence. Depending on the crime conspired to commit, punishments will be the minimum and maximum for that penalty.
H) Accessory- Being a party to an offence, either by counselling someone in how to do a crime (like advising), covering for a person that you know has committed an offence, helping someone hide the offence, being aware of an offence, with power to stop it and saying nothing to that effect, and other similar actions. Depending on the crime conspired to commit, punishments will be the minimum and maximum for that penalty.
I) Impersonation- Pretending to be another member of the Corps for personal gain, to bring disrepute to the impersonated person, or for any other purpose, using or declaring you are or have a rank that you are not, or a position you do not hold, especially one of higher stature than you actually have. This also includes joining the WCC with more than one name to get recruiting medals or status, or to augment your unit numbers. Three rank demotion. Dismissal from the Corps
J) Uttering a Threat- Any threatening statement made by one WCC member to another, or to a group of members. Three rank demotion. Dismissal from the Corps
K) Breach Of Contract- A breach of official contract or promise. This does not include anything done only over informal methods such as MSN or ICQ; only official means of promise or contract such as email and public forums. One rank demotion. Three Rank demotion.
L) Bribing- Offering a bribe, especially one otherwise not available to the person, in exchange for a favour or other gain. Three rank demotion. Six Rank demotion.

Section 6 - Computer/Electronic Offences
A) Virus Transfer- Knowingly transferring a virus to the server or to another Corps member, whether for your own purposes or not. Three rank demotion. Dismissal from the Corps
B) Server Violation- Sabotaging the WCC server in any way, unauthorized updating of pages (changing something without permission of the proper authorities), deleting anything from the server purposely, deleting anything off the server, whether accidentally of purposely, which causes harm to the Corps's ability to operate. Promotion freeze for double the regular time required. Dismissal from the Corps.
C) Hacking- Any unauthorized accessing of another Corps member's computer, or email, ICQ, or other messenger service, any tampering, changing or altering in any way another Corps member's computer, or using of any information found within such hacking. Five rank demotion. Dismissal from the Corps.
D) Spamming- Any sending of inappropriate messages, advertisements, or other spam, either to members of the corps or on any message boards, WCC, Cadetworld, or other, via email, PM, public posting, instant messages or other electronic means of communication, especially those which would bring the WCC into disrepute. No minimum penalty. Dismissal from the Corps.
E) WCC Copyrighted Material Theft- All materials on the WCC site is copyright WCC; all submissions are property of their creator used by the WCC with permission. Any outside use of any ranks, images of any kind, text, or any other WCC item WITHOUT permission is an offence. Three rank demotion. Dismissal from the Corps.
F) Release of Private Information - All information stored for use by the Web Cadet Corps that is not publically available through the website is to be considered private. Releasing this information to individuals, who are not a part of the Corps, or to unauthorised members of the Corps is an offence. Dismissal from the Corps and notification of civil authorities. There is nothing above dismissal.

Section 7 - Hate and Discrimination
A) Discrimination- Any act of discriminating in any way against another Corps member based upon age, skin color, nationality, language spoken, sexual preference, WCC unit, group affiliation, or other criteria not directly related to performance within the Corps. Six rank demotion. Dismissal from the Corps.
B) Wilful Promotion of Hate- Any distribution of hate propaganda, promoting others to hate any person for the reasons outlined in Sec. 7 (A), or displaying of offensive symbols. Six rank demotion. Dismissal from the Corps.
  Section 8 - Harassment & Sexual Harassment
A)

Harassment- Conduct exhibited once or repeatedly, that offends, demeans, belittles or humiliates another person and that the person exhibiting the conduct knew or ought reasonable to have know would be unwelcome. This includes calling a person names, constantly demanding something that they have turned down (Not including requesting an explanation of circumstances), making unwanted sexual comments, threatening in any way the job, safety or life of another Corps member. No qualifying phrases such as "with all due respect" will negate this action.

B) Sexual Harassment- Unwelcome sexual comments, advances, or requests for sexual favours that humiliate, threaten, or embarrass the victim. Six rank demotion Dismissal from the Corps
