1. Promotion
1.1. The requirements below must be completed before a candidate is considered for promotion by the promoting authority. 1.2. Additional requirements may be set at the discretion of the Promoting Authority. 1.3. Under no circumstances may any person skip ranks unless following a Justice Case agreement (after demotion only). An acting rank may be awarded where there is a proven operational requirement by the Commandant or deputy only. 1.4. For promotion to the rank of Lieutenant (Navy) (or equivalent) and higher the Time in Previous Rank is a recommendation and not a requirement. Promotion will be assessed on the performance and ability of that officer. 1.5. Every promoting authority must consult the members MyWCC profile records prior to promotion to ensure these requirements have been met. 1.6. An Honorary Rank may be awarded to any retired member of the WCC on majority vote of the command team. This may be any rank. Should that member return to active duty, they shall return to their previous rank.
2. Demotion
2.1. Any member may be demoted due to the result of a disciplinary action by the Presiding Officer for that case. 2.2. Any member, if they do not have the proper prerequisites for their rank, will be demoted to the rank that they may legally hold until such time as they have earned the proper prerequisites for their rank. 2.3. No member may be demoted for reasons other than disciplinary, Corps Quota, or lack of prerequisite without first approval of the Chief of Operations or Chief of Support Staff.
3. Reserves, Retirement and Discharge
3.1. Only members who hold the rank of Petty Officer 3rd Class (or equivalent) or above may enter the reserves. The only exception is any Officer Cadet, or Officer, who has not completed their commissioning courses (see point 10). 3.2. Members below the rank of Petty Officer 3rd Class (or equivalent) may not enter the reserves, but will take honorable discharge should they wish to leave the WCC. 3.3. Entering the reserves is not a statutory right, and the member should send a formal request to their Commanding Officer or Department Head. 3.4. The Commanding Officer or Department Head should assess the intentions of the member. Where it is deemed that the member will return to full duty within 1 year, reserve status shall be granted, and reasons logged in a location that is permanent. 3.5. Reserves should be considered a temporary option, and should therefore not be used in place of retirement. 3.6. Members of the reserve force may not hold any positions, receive any promotion or award. 3.7. A reserve member may only be in the reserves for a maximum of one year. After this point, they will be honorably discharged. 3.8. A reserve member may return from the reserves at any point within that year, and will retain their rank, medals, trades and qualifications. 3.9. Honorable discharge should be used in the event a member requests Reserve Status within 3 months of his last period of Reserve service. 3.10. No officer holding the rank of OCdt or Midshipman (or equivalent) may enter the reserves.
4. Honorable Discharge and Retired Members
4.1. Officers
4.1.a. These regulations cover honorable discharge only. Where someone has been dishonorably discharged, the appropriate justice conditions should be applied. 4.1.b. Where an officer has been honorably discharged (or has chosen to retire), they may return at any point thereafter. 4.1.c. Upon returning, the officer shall be demoted to the rank of Sub Lieutenant (or equivalent) for a period of 3 months by way of a probationary period. 4.1.d. The outcome of the probationary period shall be decided by the commandant, having taken representations from approprate staff. 4.1.e. If successful in their probationary period, the officer will be restored to their full rank, and their Time in Rank will be reset to 0 days. 4.1.f If unsuccessful in their probationary period, the officer shall remain at the rank of Sub Lieutenant (or equivalent), with a frozen Time in Rank, until the appropriate resolution is formed. Once the resolution has been formed, the commandant may reinstate the officer back to his full rank, or any rank in between depending on circumstances. Appropriate representations should be taken from staff involved prior to a final decision. 4.1.g An officer who has completed their full commissioning courses may not be demoted below the rank of Sub Lieutenant (or equivalent), unless as direct result of a justice case. 4.1.h Where a member is honorably discharged (or retired) while holding the rank of Officer Cadet or Midshipman (or equivalent), they shall be demoted to their previous NCO rank prior to honorable discharge (or retirement).
4.2. NCO's
4.2.a. These regulations cover honorable discharge only. Where someone has been dishonorably discharged, the appropriate justice conditions should be applied. 4.2.b. Where an NCO has been honorably discharged (or has chosen to retire), they may return at any point thereafter. 4.2.c. Upon returning, the NCO shall be demoted to the rank of Petty Officer 3rd Class (or equivalent) for a period of 3 months by way of a probationary period. 4.2.d. The outcome of the probationary period shall be decided by the appropriate commanding officer or department head, having taken representations from appropriate staff. 4.2.e. If successful in their probationary period, the NCO will be restored to their full rank, and their Time in Rank will be reset to 0 days, except where other regulatory conflicts exist. 4.2.f. If unsuccessful in their probationary period, the NCO shall remain at the rank of Petty Officer 3rd Class (or equivalent), with a frozen Time in Rank, until the appropriate resolution is formed. Once the resolution has been formed, the Commanding Officer or Department Head may reinstate the NCO back to his full rank, or any rank in between depending on circumstances. Appropriate representations should be taken from staff involved prior to a final decision.
4.2.g. Anyone below the rank of PO3 may return from retirement at, but no higher than their previous rank, or a lower rank at the descretion of the chief of operations
5. Dishonorable Discharge
5.1. Any member may be dishonorably discharged as a result of a justice action. 5.2. Any member, who has been dishonorably discharged, may return upon majority approval from the command team. 5.3. Once permission has been granted, the member will be reinstated into the WCC at the rank of OS (N) or equivalent. 5.4. All previously gained trades, qualifications, medals and awards will be forfeited. 5.5. The records of previously gained trades, qualifications, medals and awards must be held on the justice file of the returning member. 5.6. Rejoining members must rejoin the last section of which they were a member. They may not transfer to another unit for a period of 6 months.
