- The Operations Branch shall be commanded by the Operations Officer;
a. The Operations Officer shall be appointed by the Commandant; b. The Operations Officer serves at the pleasure of the Commandant; c. The Operations Officer shall be responsible for governance, management and leadership of all units; d. The Operations Officer shall select and nominate the Operations Senior Non-Commissioned Officer; e. The Operations Officer shall be responsible for naming and commissioning of new Units within existing sections.
- The Operations Senior Non-Commissioned Officer, herein known as the Operations SNCO;
a. The Operations SNCO shall hold the rank of Senior Chief Petty Officer (N) or higher at the time of nomination; b. The Operations SNCO shall be appointed to the rank of Command Master Chief Petty Officer (N), herein known as CMCPO, for the duration of their tenure only; c. There shall only be one Operations SNCO; d. The Operations SNCO and rank of CMCPO (N) shall be confirmed by the Commandant, or Adjutant if so delegated.
- The Commandant reserves the right to commission, or decommission, Sections and Forces of the Web Cadet Corps;
a. A section is defined as one of the following: i. Navy Section; ii. Army Section; iii. Air Force Section; iv. Marine Section; v. Coast Guard Section; vi. Space Section; b. A Force is defined as one of the following: i. Maritime Force (containing Navy and Coast Guard Sections); ii. Ground Force (containing Army and Marine Sections); iii. Aerospace Force (containing Air Force and Space Sections); c. Each section shall comprise of one or more units, with one or more divisions, based on the following formula: i. 1 - 15 members is equal to one division;
ii. 16 - 30 members is equal to two divisions;
iii. 31 - 45 members is equal to three divisions;
iv. 46 or more members is equal to a second unit;
v. Should a division's numbers drop below ten active members, the smaller division shall be absorbed (equally) by the remaining divisions;
vi. The above numbers shall not include any members listed in the unit reserve compliment, nor any member solely engaged in departmental duties, or any member listed as unit executive.
- Formation of a second unit;
a. Once 46 members are reached, the Operations Officer shall recruit a Commanding Officer for the second unit; b. Once a Commanding Officer is appointed, the Operations Officer shall randomly and equally divide the 46 members into two distinct units; c. Should the numbers of a unit within the same Section drop below 10 members, including unit command members, but excluding reserve members, the smaller unit shall be absorbed into the large units; d. The Operations Officer has the responsibility for overseeing the integration of the two units and the two commands.
- Formation of Embryo Divisions;
a. Should the numbers within a Section drop below 10 members, including uni command members, but excluding reserve members, the smaller Section shall be absorbed into the remaining Section within the same Force; b. The absorbed Section's unit section shall be known as the embryo division; c. The embryo division shall hold the name of the former unit or the former unit's first division, with the suffix of Division or Detachment. For example, Dauphin Detachment (within TS Phoenix). The name may be chosen by the unit commanding officer with the consent of the Operations Officer; d. The embryo division shall only contain members of the absorbed section; e. All embryo division staff shall only be held by members of the absorbed section; f. Embryo division members shall be entitled to hold any position within the unit, with the exception of the following positions. i. Divisional Officer (non-embryo division) ii. Divisional SNCO (non-embryo division) iii. Divisional NCO (non-embryo division) g. Once the embryo division reaches, and sustains 20 members, for a period of at least 4 weeks, under observation of the Operations Office, the division may be reconstituted as a Section and unit.
- Inter-unit, section and force transfers;
a. Any member wishing to transfer between units, sections or forces, shall submit a written request to their Commanding Officer, through the train of command, with an acceptable and adequate reason; b. The Commanding Officer shall forward the request to the Operations Officer, with the Operations Officer forwarding this request to the Adjutant and Commandant; c. The Operations Officer has the authority to grant or deny transfer request for any member equal to or below the rank of MCPO (N), in consultation with the departing and receiving Commanding Officers; d. The Commandant has the authority to grant or deny transfer requests for any member equal to or higher than the rank of CMCPO (N); e. A member can only transfer once every six months unless the following conditions are met, and confirmed by the Commandant: i. There is agreement between the two Commanding Officers; ii. There is agreement with the Operations Officer; iii. There is a critical shortage of qualified members in the receiving unit; iv. The Commandant shall define the definition of qualified. f. An Officers Academy student's written transfer request shall not be considered until the student has received the feedback of their commissioning examinations; g. The transferring member must comply with all rank regulations; i. Should a vacant post not be available for a member at their current ran, they shall be demoted to the highest available rank; ii. This includes completing any and all required training to hold the destination rank.
- All service specific ranks and positions are for example only, and should be transferred to the required service when consulting these regulations.
