1. Aims of the Web Cadet Corps
1.1. To instill values - as much as a web based organization is able - that will make our members productive members of their local and world community. 1.2. To promote self-discipline, loyalty, leadership, comradeship and a sense of pride in achievement. 1.3. To meet and make new friends from all around the world with common interests.
2. Extent of Jurisdiction
2.1. These regulations supersede any previous copy. 2.2. All personnel agree to be subject to the Corps Regulations, in whole, from the time their application is submitted until they are discharged. 2.3. The terms he and her are used throughout for simplicity although each may apply equally to women. 2.4. The Regulations Officer is responsible for clarifying all rules and regulations and the equal application of these to all personnel. 2.5. It is an offence to break any of the regulations in this document, its appendices, additional regulations or standing orders. 2.6. The Web Cadet Corps takes the safety and welfare of its members very seriously. Certain conduct may result in immediate dismissal, without trial or right to appeal, by majority vote of the command. This will only be done in circumstances where the safety of his members is compromised, or likely to be compromised.
2.6.a. In all cases of the above mentioned conduct, a record will be maintained of the occurrence with all documented evidence including, but not limited to, aliases of the accused, name of the victim, specific details of the occurrence, chat logs, screen shots (if available) IP addresses etc. All collected data must be reported to the authorities of the accused person's place of origin.
3. Regulation Changes
3.1. Only a Commanding Officer, Department Head, or higher, may propose a regulation change. 3.2. All regulation changes must be sent to the Regulations Officer, through the WCC regulations email address. 3.3. On receipt of the regulation change, the Regulations Officer shall post the change in the Regulations Forum. 3.4. Once the proposal is posted in the Regulations Discussion Forum, the 5 members of the command team (Commandant, Adjutant, Corps Senior NCO, Operations Officer and Logistics Officer) must discuss the proposal and come to a majority decision within one month of the proposal being posted. 3.5. If the proposal is approved by majority vote, the Commandant or delegate shall direct the Regulations Officer to update and post the changes in MyWCC. 3.6. The Regulations Officer will post, in the Department Announcement section of the Forum, the update of the regulation.
4. Rights and Freedoms
4.1. Except where superseded by any other part of this document, or other Regulations documents, every member has the right to free speech and the right to appeal any decision, and the right to be free from harassment and abuse brought on by any other member.
5. Membership
5.1. No person under the age of 13 may become a member of the Web Cadet Corps, regardless of jurisdiction. 5.2. The Web Cadet Corps is an english speaking organisation. All members are therefore expected to have a working knowledge of the english language. 5.3. Applicants must inform the Web Cadet Corps of their membership of any other similar organisation. 5.4. Commanding Officers have the right to refuse any application in consultation with, or following the orders of, the Commandant. 5.5. Members may be a member of only one of the following Web Cadet Corps Sections; Navy, Marines, Army, Air Force, Coast Guard or Space. 5.6. Where a section has been disbanded, new members may not join it, and current members (including Reserves) should be retired, or transfered to another section. 5.7. Where members are retired, as a result of the disbanding of a section, they shall retain their sections rank. 5.8. Where a retired member of a disbanded section wishes to return to active duty, he must choose an active section to join and the commandant will determine at what rank. 5.9. All applicants must fill in an application form. 5.10. The following information, where entered into the application form or other date input forms, will be visible to the public; Name, Date of Birth, Nationality, State/Town/Country of residence. Any information entered into the "About Myself" or "Why i joined the WCC" will also be publicly visible. 5.11. An applicant is not officially a member until they are on their unit's page after acceptance. 5.12. Any member may voluntarily choose to leave the Corps at any time. This is considered an honourable discharge. 5.13. Any member holding a position, and desiring to leave their position, is required to give at least two weeks notice and have somebody trained to take over their position, regardless of whether that person is later given the position. Failure to do so may result in a dishonourable discharge. 5.14. Members may be asked to leave the Corps due to inactivity, although at least two weeks notice will be given of this, and only a null reply will result in a dishonourable discharge. 5.15. Members may be discharged the Corps as a penalty following a verdict in a case. Depending on circumstances they may or may not be permitted to rejoin the Corps at a later date. This will be clear in the verdict. 5.16. If a member chooses to leave voluntarily while still under a sentence, this sentence will be reinstated upon their return and remain until completion. Likewise if a member leaves during a case this case will be resumed if they return. 5.17. Inappropriate, rude or otherwise unacceptable actions towards any member or in general after a person has left the Corps will negate any possibility of returning. 5.18. Upon processing of their application form all members, with the exception of returning members, are awarded the rank of New Entry.
6. Orders
6.1. Only orders which do not breach this document and its appendices and additional regulations must be followed as a legal order. 6.2. Orders that do not fall into this category may be redirected to the issuing authority with a polite reminder of the current regulations. If the matter is pressed, direct concerns to the Regulations Officer for clarification.
7. Web-related Cadet Organizations
7.1. Any organisation which is a web-based cadet organization, if investigated and discovered to be similar in design, layout, or has obtained the use of Corps related materials without authorization of the Commandant shall be condemned by the Corps. 7.2. All members in this organisation will be forbidden permission to join the Corps at any time, unless the similar organization is left. 7.3. Any personnel enrolled in the Corps and a similar organization will be made to choose one of the organisations to remain enrolled in. 7.4. Members of the Corps who choose the other organisation will have their membership in the Web Cadet Corps revoked and be given a return chance period of one (1) month. 7.5. Should the member choose not to return after one month, all records of the member will be deleted and the member will not be allowed to return to the Corps. 7.6. Failure to comply with the above regulation will result dishonourable discharge from the Corps.
8. Commandant's Authority
8.1. At no time will the commandant write any new regulations that are not approved by due proccess as listed in section 2 listed above. 8.2. The Commandant is the ultimate authority on all aspects of the Corps, and as such can change orders by his subordinates, and issue orders regarding any matter. 8.3. The authority of the Commandant may be deferred for a set period of time to the Adjutant. This may only be done by the Commandant himself, or by unanimous agreement of the rest of the command team. 8.4. The Commandant may only change orders where it is deemed necessary and is not above the rules and regulations, and he must follow them.
9. Grandfather Clauses
9.1. Grandfather clauses may be applied at the Commandant’s discretion when changes to this document or its appendices and additional regulations would invalidate the rank or position currently held by a member of the Corps due to lack of sufficient training. Those eligible to be exempt will be decided at the discretion of the Commandant with input from members of the Command Staff. 9.2. Grandfather clauses when permitted will only be extended to those members whos rank would be affected immediately. 9.3. Any member whos promotion occurs after the date of the announced regulation change shall be subject to it, with the exception of OA and NCOC Credits, in those cases an exemption may continue in perpetuity for the individual’s career unless superseded by any of these regulations. 9.4. Unless otherwise specified; the window to apply for a grandfather clause is one month from the regulation change. All applications must be made via e-mail to the Commandant. At no time will exemption be automatic, exemption should be considered a privilege and not as a right. 9.5. Both a Presiding Officer and the Commandant may at any time revoke individually or wholly a grandfather clause which is being abused, or as part of the punishment in a justice case. 9.6. Grandfather clauses cannot be extended to the Code of Offences, or to the Terms of Reference, to offer an exemption under those documents will be considered abuse of position. 9.7. At the Commandant’s sole discretion, a Grandfather clause may expire. However, the expiration must be announced at the time of its issue, and must permit those affected time to complete the required training or tests. 9.8. If a grandfather clause expires, those who have not completed the required components to retain their rank or position will be demoted to the first available slot in the chain of command. No preferential treatment for past rank will be entertained afterwards in these cases. 9.9. A permanent record of both active and expired exemptions shall be held.
10. Communication
10.1. Email is considered to be the principle form of official communication, however, instant messaging and the WCC forums are also official forms of communication. 10.2. A list of who should submit reports, to whom and by which dates shall specified by the Administration Department and must be followed. 10.3. A record of all specified reports will be kept by the Administration Department for use in Administrative, disciplinary matters or for writing the history of the Corps.
11. Appointments
11.1. Personnel to fill positions of responsibility are chosen by their immediate superior, unless superseded by a higher ranking member in the chain of command. In the case of cross unit/departmental positions, all superiors must be in agreement before an appointment is made. 11.2. Commanding Officers and Heads of Departments have the right to remove cadets from positions of responsibility under them unless overruled by a person higher in the chain of command. 11.3. Other Officers and NCOs have the right to recommend to their Commanding Officer or Head of Department that a cadet under them be relieved of position. 11.4. All positions must be advertised through MyWCC, with the exception of the Commandant, Adjutant and CSNCO, however, the Commandant reserves the right to directly appoint any position.
12. Periods of Leave
12.1. Members must request a period of leave through the MyWCC system if they are going to be absent for periods longer than a week. During this period of leave they are excused from all duties. 12.2. Members must give at least one week's notice of their periods of leave and recommend a suitable cadet to take over their duties for that period. 12.3. The week's notice required may be waived if the leave is an emergency leave and was not previously known about, such as family or personal illness, loss, or death of family member or close friend, or other traumatizing incidents requiring immediate leave. In these cases a suitable member to take over their duties will be appointed by their direct superior.
13. Appendices
13.1. Appendices and Additional Regulations shall be listed on the Regulations section of MyWCC.

15. Disclaimer
15.1. The Web Cadet Corps does not recommend any member arrange a public meeting with anyone met through the WCC. 15.2. The Web Cadet Corps accepts no responsibility for the actions of its cadets whether on the Internet, face-to-face or any other means. 15.3. The Web Cadet Corps is not liable for any injury or damage caused at any meeting held by a member of the Corps. |
